Arrest Records in Phillips County
An arrest record begins with the agency that took a person into custody. The Phillips County Sheriff's Office, Helena-West Helena Police Department, Elaine Police Department, Marvell Police Department, or Arkansas State Police may create the first report. If the person is transported to the Phillips County Detention Center, the sheriff creates a separate booking entry. These sources may use different numbers and timestamps.
A filed criminal case is another record. Prosecutors may revise or decline booking charges, so the court docket is the better source for the charge that moved forward and its outcome. Arkansas Criminal History, known as ARCH, is narrower still. It may return Arkansas convictions and qualifying recent open felony arrests, but it is not a live Phillips County jail list.
Phillips County Detention Bookings
The official roster choice page separates Current Inmates from 48 Hour Release. Current Inmates answers whether someone appears in local custody now. The release view can catch a recent booking that no longer appears on the current list. Neither list replaces the police report or final court disposition.
The sheriff's Current Inmates and 48 Hour Release page supplies this choice-screen image.

The choice screen makes status the first decision in a Phillips County booking search.
The roster supports name and date sorting, current and released filters, newest-to-oldest or oldest-to-newest order, pagination, and profile links. A booking number such as a year-prefixed local number identifies the jail entry, not a court case. Quote it when asking the sheriff about an older booking record.
Phillips County Arrest Lookups
No single portal contains every Phillips County arrest layer. Use this complete official chain:
- Check the current inmate roster for present detention.
- Use 48 Hour Release if the person may have bonded out or been released recently.
- Contact the arresting police agency for the incident or arrest report.
- Search Search ARCourts after prosecutors have had time to file a case.
- Use ARCH for its limited statewide name-based history, not live custody.
- Request older public booking material from the sheriff or report material from the arresting agency under Arkansas FOIA.
The sheriff's non-emergency line is available around the clock. Call when an online entry is unclear, but use 911 only for an emergency.

Current Inmates and Releases
The current roster publishes booking thumbnails, booking numbers, dates and times, charge text, bond when shown, and links to profiles. It also provides sorting and paging controls. The official page may show booking photos, but no names or photos are republished here. A roster listing reports custody and the jail's intake information at that time.

The roster view is strongest for recent county custody and weakest for final case outcomes.
County-specific visitation, mail, deposit, and vendor instructions were not found on the researched sheriff pages. Verify custody first, then call 870-338-5555 before visiting, mailing anything, or sending funds. Arkansas Department of Corrections service rules apply to state prisons and should not be assumed to govern this county detention center.
Arrest Records: What They Contain
Available fields depend on the custodian. A police report can add time, place, officer, and narrative detail that a jail list does not display. A court file later adds formal charges and outcomes.
| Arrest Date and Place | Usually comes from the arresting agency's report if public. |
|---|---|
| Arresting Agency | Identifies who should receive a report-copy request. |
| Booking Number and Time | Local jail identifiers for intake and custody. |
| Booking Charges | Initial descriptions that may differ from filed charges. |
| Bond | Amount or status when the official roster publishes it. |
| Release Status | Current or recent-release context from the sheriff. |
| Court Case and Outcome | Available only after filing and later court action. |
Ask for the smallest record set that answers the question. A date, location, report number, booking number, and correct spelling can help the custodian locate it.
Phillips County Police Report Routes
Call the agency that wrote the report, not merely the jail that accepted the booking. The sheriff handles its own reports and county booking records. The Helena-West Helena Police Department lists 870-572-3441 and fax 870-817-7536, but no online report-request form was found. The Elaine Police Department routes city contact through 116 Main Street and 870-827-3760. No verified official Marvell police records page or form was located.
| Agency | Record held | Contact route |
|---|---|---|
| Phillips County Sheriff | Sheriff reports and jail bookings | 870-338-5555, counter, or FOIA request |
| Helena-West Helena Police | City incident and arrest reports | 870-572-3441 or department counter |
| Elaine Police | Elaine incident and arrest reports | 870-827-3760 or city counter |
| Arkansas State Police | State-led incident or investigation records | State police FOIA channel |
Active investigations, juvenile records, victim information, body-camera footage, 911 audio, and dispatch material may be redacted or withheld. Local copy fees and turnaround times were not published in the research, so request them from the custodian.
Recent Phillips County Bookings
For the newest local custody event, start with Current Inmates and then the 48 Hour Release view. The sheriff's press-release feed may explain selected enforcement actions, but it is not a full arrest log. Likewise, the Most Wanted page contains selected public notices rather than every active warrant.

Official releases add context to selected incidents without replacing the roster or case docket.
The Phillips County Sheriff's Most Wanted page supplies this published-notice image.

The wanted-person channel is useful for published notices, but a full warrant check still requires the sheriff and issuing court.
Why ARCH May Miss Arrests
Arkansas Criminal History is a paid public name search created under Act 1185 of 2015. It requires first name, last name, sex, and date of birth for an adult subject. Results may include Arkansas felony and misdemeanor convictions, open Arkansas felony arrests less than three years old, and sex-offender status. ARCH excludes unresolved misdemeanors, older felony arrests, warrants, dismissed and not-guilty outcomes, sealed records, federal records, and out-of-state records.
That scope explains why a new Phillips County misdemeanor booking may appear on the jail roster but not ARCH. It also explains why an older conviction can remain relevant after the person is long absent from the jail list. ARCH warns that name-based results do not establish identity without fingerprint verification and that a court disposition must be reported to ACIC to appear.
The Arkansas Online Criminal Background Check System supplies this official system image.

The separate CBC system is limited to authorized statutory uses with consent and is not the public Phillips County booking search.
VINE After Phillips County Arrests
Arkansas VINE offers custody and criminal-case notifications. It is useful when a person wants notice of a custody-status change rather than repeated manual checks. VINE is a notification channel, not the source for the police narrative or certified judgment.
Use the Arkansas Department of Corrections Inmate Search when a person has moved into state-sentenced custody. The Phillips County roster covers the county jail. These are separate systems with different populations and update cycles. For questions about a hold for another agency, ask the jail which agency placed it and how that status should be verified.
Note: No official Phillips County sheriff or local police mobile lookup app was found, so do not rely on an unofficial app.
Arrest Records vs Conviction Records
An arrest reflects custody based on suspected conduct. A conviction reflects a court judgment after a plea or finding of guilt. A booking charge can be reduced, amended, dismissed, or never filed. Compare the official court disposition before drawing conclusions from the jail's first description.
| Point | Arrest or booking record | Conviction record |
|---|---|---|
| Created by | Police agency and jail | Court, then reported repository data |
| Main Phillips County source | Sheriff roster or arresting agency | Clerk and Search ARCourts |
| What it proves | Custody and intake information | A court's guilty judgment |
| Can it change? | Charges may be revised after review | Appeal, sealing, or later orders may affect access |
Note: A Phillips County arrest is not proof of guilt, and similar names do not prove identity.
Correct the right layer: Ask the police agency about its report, the sheriff about booking data, and the clerk about the court docket.
